In light of the new challenges facing cultural policies, answers seem to be possible only through a collective dynamic. There are many areas undergoing change and experiments are being carried out at several levels, from local to national and even at a European level. Throughout its history, Marseilles has always been an emblematic example of the changes currently taking place, of reinvention, of structural obstacles, as well as innovation and the difficulties in developing its territory in an egalitarian way. This conference will examine the challenges involved in transforming cultural policies and the rationale for co-operation which must emerge to change the paradigm in the face of these major challenges.
